1947年印巴分治前，印度境內約有584個土邦。這些土邦並非英屬印度（即直接受英國統治的印度次大陸地區）的一部分，而是處於英國的間接統治之下，受制於各種附屬聯盟。
1947年英屬印度分治後，局勢迅速改變。至1949年末，所有土邦要么選擇加入新獨立的印度或巴基斯坦，要麽被征服併吞。
