專員（）在外交中是指派駐到高級外交代表机构的外交或行政人员。專員通常是在大使或使領館館長领导下的官员，担任外交官或后勤人员，或在政府间组织或国际非政府组织或机构中任职。专员负责监控与其专业领域相关的各种问题，并可能对相关问采取行动。为此，专员可以参与制定相关活动规划、决定，参与管理安排和议程设置，进行研究，并在必要时作为其国家利益以及国家科学院和工业界的代表。有时，专员有特殊的职责或专业知识，例如文化专员、海关专员、警务专员、劳工专员、法務专员、联络专员、武官、新闻专员、农业专员、商务专员、海事专员和科学专员。
