《维也纳领事关系公约》（Vienna Convention on Consular Relations）是1963年的一个国际公约，定义了独立国家之间领事关系的框架。一个国家的领事通常在驻另一个国家的大使馆外活动，开展两个方面的工作：1.保护在驻在国本国国民的利益；2.增进两国间商务与经济关系。该条约还规定了外交豁免权，已有180个国家签署。
