《金融服务法现代化法案》（Financial Services Modernization Act of 1999），亦称《格雷姆─里奇─比利雷法案》（Gramm-Leach-Bliley Act）（GLBA），是1999年11月12日美国颁布的法案。它部分废除了1933年制定的《格拉斯-斯蒂格尔法案》有关条款，从法律上消除原先法案中银行、证券公司和保险公司之间的“分业经营”壁垒，这些壁垒禁止任何一家机构同时经营投资银行、商业银行和保险公司业务，结束了美国长达66年之久的金融分业经营的历史。随着格拉姆-里奇-比利雷法案的通过，商业银行、投资银行、证券公司和保险公司被允许合并。法案由第106届美国国会（1999－2001年）通过，由总统比尔·克林顿签署成为法律。
法案通过结果是商业银行开始同时大规模从事投资银行的活动，如花旗集团（Citigroup）和摩根大通（JP Morgan）。
立法历史
随着美国金融业的发展和扩张，1933年的《格拉斯─斯蒂格尔法案》已经成为发展的障碍。商业银行不满足于低利润的银行零售业，开始向投资银行渗透，很多商业银行都有变相的投资银行部门。1999年，由克林顿政府提交监管改革绿皮书（Green Book），并经美国国会通过，形成了《金融服务现代化法案》（Financial Services Modernization Act）。
隐私原则
Gramm–Leach–Bliley 法案旨在控制金融机构如何使用和保护客户的非公开个人資訊。该法案要求金融机构保护客户的隐私，并向客户提供保护資訊的机会。
该法案的目标是促进金融服务现代化并保护消费者隐私。这些措施包括：提供隐私通知，保护客户的个人資訊，建立保护措施以保护客户的資訊不被未经授权的人访问。规定金融机构确保客户数据安全保密，规定数据必须保存在隐蔽的媒介中，必须采取特定的安全措施来保护数据存储及传输安全。
