當時火車是臺中市主要的交通工具，而處於臺中車站前的中區也成為早期臺中的商業中心。而播放各種流行電影的東海戲院，是當時中區最熱鬧、最現代化的電影院；東海大樓也曾為臺中最新、最美觀的首座商業大樓。該大樓位處地帶的地價長年以來全臺最高，其「地王」之名蟬聯了36年。1986年，東海戲院改名為「1+1影城」（一加一影城）、東海大樓則改名為「1+1影城大樓」。後續商家也開始自行拉皮改裝、放置各種廣告看板。看板最後完全覆蓋大樓主體。
隨著時代推進，臺中市的交通方式從鐵路改為高速公路、商業重心也逐漸西移。中區開始蕭條。其交通條件則加劇其衰退速度。但最後該廣場並未活化大樓商機。臺中市政府經濟發展局於2011年頒訂的《臺中市自由路商圈太陽廣場管理要點》也於2016年廢除。
2017年，政府通過《危老條例》，臺中首件以該條例重建的計劃則於2018年4月通過。此時東海大樓已成立都更會，試圖以危老重建獎勵更新建築，並於2019年申請建照。都更會在都更過程中陷入所有權人意見不一的困境，於是當地建商直接買下該地，加速危老重建程序。2019年5月，東海大樓初步完成都更整合並送交臺中市政府核准，市府則於7月核准更新案，並解除危老重建列管。
新的大樓名為「鼎泰中城」，承包建商為鼎泰建設。大樓規劃為地上22層、地下5層共148戶的集合住宅大樓。該建案基地489坪、容積奬勵值達38%。為中區首件危老建築重建案，也是該地第一高樓。
2020年4月15日，鼎泰中城工程動工。工程最終於2024年底完工。
