職權
參議院代表各個聯邦成員州制定與修改法律、憲法及監督聯邦政府施政，並有權與人民院選舉及罷免索馬利亞總統。任何對法律與憲法的修改皆須經兩院通過。

結構
索馬利亞參議院由代表各聯邦成員州的54名參議員組成。
