農業協定

農業協定（AoA）是世界貿易組織的一項國際條約。它是在關稅及貿易總協定烏拉圭回合期間談判達成的，並於 1995 年 1 月 1 日世貿組織成立時生效。

歷史
起源
用與生產脫鉤的直接支付給農民來取代農產品價格支持的想法可以追溯到 20 世紀 50 年代末，當時關稅暨貿易總協定締約方第十二屆會議選出了一個由戈特弗里德·哈伯勒(Gottfried Haberler)擔任主席的專家小組來審查貿易保護主義、大宗物資波動的影響。

1958 年報告內強調了盡量減少農業補貼對競爭力影響的重要性，並建議用與生產無關的直接補充付款取代價格支持，預計將討論綠箱補貼。但直到最近，這種轉變才成為全球農業體系改革的核心。

歷史背景
到了1980年代，工業化國家的政府向農業生產者支付的款項造成了大量農作物盈餘，這些盈餘透過出口補貼的方式銷往世界市場，從而壓低了糧食價格。由於進口關稅收入減少和國內支出增加，保護措施的財政負擔增加。同時，全球經濟進入衰退週期，開放市場可以改善經濟狀況的觀點引發了新一輪多邊貿易談判的呼聲。此輪融資將開放服務和高科技產品市場，最終產生急需的效率提升。為了吸引發展中國家，農業、紡織和服裝被納入了大交易中。

在 1986 年烏拉圭埃斯特角城關貿總協定部長級會議召開之前，已開發國家的農業遊說團體強烈抵制農業的妥協。在此背景下，美國於1987年首先提出了將生產和「貿易中性」補貼排除在世貿組織承諾之外的想法，並很快得到了歐盟的回應。透過保證農民的持續支持，它也消除了反對意見。作為將農業納入世貿組織規則並承諾未來減少貿易扭曲補貼的交換條件，已開發國家將被允許保留造成「不超過最低貿易扭曲」的補貼，以實現各種公共政策目標。
