2023年U21歐洲國家盃是第24屆歐洲U-21足球錦標賽（若包含U-23时期则为第27届），即欧洲足联为欧洲范围内21岁以下国家足球队组织的两年一度国际青年足球锦标赛。決賽週有16支隊伍參加賽事，只有出生在2000年1月1日及之後的選手才能參加比賽。與往屆在奧運一年前舉辦的U21歐洲國家盃相同的是，該比賽同樣作爲2024年夏季奧林匹克運動會的歐洲資格賽。除了作爲奧運主辦國自動入圍的法國外，其餘有資格的球隊將爭奪巴黎舉辦的2024年夏季奥林匹克运动会的參賽權。
德國是衛冕冠軍，但於分組賽中出局。英格蘭奪得本屆冠軍，這是他們第3次奪得冠軍，也是繼1984年U21歐洲國家盃相隔39年後再次奪得冠軍。另外，英格蘭成為U21歐洲國家盃賽事中首支零失球的球隊。

2020年12月3日，在瑞士尼永舉行的歐洲足協執行委員會會議中，確認由羅馬尼亞和格魯吉亞為聯合主辦國。
参赛资格
歐洲足協全部55个成員國均會參與本屆賽事，當中主辦國之一的羅馬尼亞和格魯吉亞會自動獲得晉級資格，其他53支球隊則參加外圍賽，以決定最後的14個名額。外圍賽分組階段於2021年1月28日完成抽籤。外圍賽分組賽在2021年9月至2022年6月舉行，而附加賽定於2022年9月舉行。外圍賽原本是分為兩個階段：
- 预选赛分组赛：53支球队根据抽签被分入九个小组，其中八个小组由6队组成，一个小组由5队组成。每组均以主客场双循环的模式作赛。九个小组的首名和成绩最好的次名（不计算与排名第六的球队作赛的成绩）可以直接入围决赛圈，而其余的八个小组次名则晋级附加赛阶段。
- 附加赛：8支球队被分成四组对阵进行主客场制的两回合淘汰赛，以决出最后的四个入围名额。

决赛圈抽签儀式于中欧时间2022年10月18日18:00在羅馬尼亞首都布加勒斯特举行。16支球队被分成四组、每组4队。在预选赛结束后，将根据以下计算规则来确定各队的系数排名暨种子队分档：

小组首名及次名晋级四分之一决赛。

分组赛中，球隊會按照積分（获胜3分、平局1分、落败0分）进行排序，若積分相同，则应用以下的标准按既定的顺序确定排名（章程第18.01及18.02条）：
#積分相同球隊之間的對賽積分；
#積分相同球隊之間的得失球差；
#積分相同球隊之間的入球數；
#假如有多於兩隊球隊積分相同，在應用以上第1至3條規則之後，仍然無法確定排名先後，將再重新依次使用第1至3條規則比較，如果依然無法確定排名，則依次使用5至8條規則；
#分組賽全部賽事的得失球差；
#分組賽全部賽事的入球數；
#假如只有兩隊成績相同，而他們又於最後一周賽事中對賽，便會採用互射十二碼方式定勝負（不適用於多於兩隊成績相同，或他們的排名與晉身下一階段無關的情況）；
#纪律积分（红牌=3分、黄牌=1分，單場比賽中兩張黃牌=3分）；
#决赛圈抽签时的系數排名。
