路德·海爾希·古立克（，）是美國政治學家，哥倫比亞大學伊頓市政科學與行政學教授、公共行政研究所所長，被譽為公共行政学專家。1937年，曾與林德爾·福恩斯·尤偉克（Lyndall Fownes Urwick）在《管理科學論文集》（Papers on the Science of Administration）中提出所謂的POSDCORB行政理論，並在1956年共同創辦了《行政科學季刊》（Administrative Science Quarterly）。
