理查德·霍尔丹，第一代霍尔丹子爵，（，，），英国政治人物、律师和哲学家，也是一位有影响力的英国自由党要人。他在1905年至1912年期间担任自由党内阁的陆军大臣，他于任内对英国陆军进行了一系列革新整顿，史称“”。他作为当时著名的法律学者，对德国思想文化颇为着迷，他也因此于1912年在“”中致力于谋求与德国缓和紧张的关系；但随着英德关系日趋恶化，英国开始更密切地同法国展开战略合作。
1911年，国王乔治五世册封他为霍尔丹子爵，并于1912年至1915年间担任大法官，当时他因被指控对德国过于同情而被迫辞去陆军大臣之职。一战结束后，他在1923年加入了工党，其后在1924年的第一届工党政府中再次担任大法官。霍尔丹在政治生涯之余还是一位颇具名望的哲学作家，为此他于1914年獲选为英国国家学术院院士。
