第一代伯利男爵威廉·塞西尔

第一代伯利男爵威廉·塞西尔 （William Cecil, 1st Baron Burghley；）是伊麗莎白一世的一位大臣，曾擔任財務大臣、國務大臣等重要職務，是伊麗莎白一世手下最有權勢的人物之一。

其政治目標主要是將不列顛統一（對愛爾蘭和蘇格蘭的絕對控制），形成一個強有力的新教國家。為了抵禦強敵如西班牙的入侵，他開始加强英國海軍。雖然在他任內英國海軍並非所向披靡，但他的繼任者們逐漸使之成為現實。
