周雪光

周雪光（），山东淄博人，美籍华人社会学家，现任斯坦福大学社会学系教授、系主任，里曼-斯伯格里国际问题研究所高级研究员。

曾任清华大学社会学系兼职教授、香港科技大学商学院组织管理系系主任、北京大学社会学系客座教授、香港中文大學社會學系榮譽客座教授。

学术
主要从事组织社会学、社会分层和中国转型社会的研究工作。近年来关注两个课题，一是从历史维度认识中国官僚体制的演变过程，及其对当代国家治理的影响；二是从人事管理制度的角度认识中国政府内部官员流动，及其折射出的组织结构和运作特点

周雪光认为，中国延续数千年的传统统治秩序，除官僚体制之外，最重要的支撑在于一套独特的“观念制度”，并以科举制度为切入点展开分析。他认为，科举制度通过构建知识世界、塑造共同价值观念，并对士人进行礼治的“专业化”训练，不仅改变了个体的身份地位，更促进了等级秩序的形成和士大夫阶层的兴起，从而实现了国家与社会精英的结合，这正是科举制度影响国家治理的重要机制。

对于中国的新冠疫情防控，周雪光在2020年3月受访时认为：“如果只是看到舉國體制和剛性政府在後來控制疫情中的有效動員，而不去反省這個體制在自下而上的信息收集與傳遞、各級官員的主觀能動性，培育專業性精神，民間組織的積極作用這些方面的種種問題，那很可能學到了錯誤的經驗教訓。（...）舉國體制在當下疫情條件下推行隔離禁流舉措，是合理的而且是成功的，因為在這一點上，流行病防治原則，國家利益，地方政府利益與民眾利益是一致的，這是我們現在看到的情況。但若是不去仔細分析官僚體制的政治邏輯與民眾生存邏輯是否衝突的話，那就會導致巨大的災難。”
