巴布亚新几内亚下共有4个大区，往下有22个次级行政区，分别是20个省、布干维尔自治区和国家首都区。每个省下设有若干个县（district），而县下还有若干个地方政府区域（LLG）。其中在人口普查中LLG也被划分为更小的区域（ward）或称为“普查单位” 。
