巴倫支地區（Barents Region）範圍包括了巴倫支海沿岸地區，自挪威的諾爾蘭郡經俄羅斯的科拉半島，至烏拉爾山脈和新地島，南側則至拉多加湖和奧涅加湖。這一地區面積約150萬平方公里，人口約有600萬人，其中四分之三屬於俄羅斯。蘇聯解體之後國際提倡在此地區合作，區域合作正式開始於1993年1月11日。
