2019年國際足協女子世界盃歐洲外圍賽是女子足球將決定出 8 隊伍與主辦國法国決定決賽圈的名額。
共有 46 個歐洲足協會員國參加這項賽事，以及安道爾首次參加資格賽科索沃首次參加。
賽制
共分為三個回合:
*第一輪 46隊中排名最低的16隊進行第一輪比賽於2017年4月3～11日舉行。抽籤將其分成4組、每組4隊並選定主辦國進行單循環賽每組小組首名和最佳第二名（共5隊）晉級第二輪。（比較最佳第二名時不會計入與小組第四名的比賽紀錄）
*分組賽: 總共35隊包含名次較高的30隊及5隊由第一輪晉級的隊伍進行分組賽，比賽日期定為2017年9月11日～2018年9月4日並進行主客場比賽。7組小組頭名將晉級2019年國際足協女子世界盃，4隊最佳第二名（不計入與小組第五的對賽紀錄）進行附加賽。
*附加賽: 這4隊將打2場淘汰賽主客場兩回合的比賽，比賽日期定為2018年10月1～9日和11月13日，附加賽的勝者將晉級世界盃。
排名準則
In the preliminary round and qualifying group stage, teams are ranked according to points (3 points for a win, 1 point for a draw, 0 points for a loss), and if tied on points, the following tiebreaking criteria are applied, in the order given, to determine the rankings (Regulations Articles 13.01, 13.02, and 15.01):

*2013年歐洲女子足球國家盃決賽圈及其外圍賽 (20%)
*2015年國際足協女子世界盃決賽圈及其外圍賽 (40%)
*2017年歐洲女子足球國家盃外圍賽 (40%)
30名排名最高的隊伍進入了分組賽，而16名排名最靠後的球隊進入了初賽階段。 係數排序也用於初賽和小組賽資格階段的分檔。
