本届足协杯资格赛分为预赛和决赛两阶段：资格赛预赛阶段的15支球队有三支第一档球队自动晋级，在剩下的12支预赛队伍里，将两两捉对厮杀，胜者晋级足协杯资格赛决赛阶段。资格赛决赛阶段，16支球队分成4个小组，小组单循环比赛，每小组前2名晋级足协杯正赛。

由中乙联赛俱乐部队以及业余俱乐部队共32支球队参加。采用抽签方式确定主场及对手。本轮比赛共16场，采用单场淘汰制，获胜的16支球队进入第二轮比赛。

共32支球队参加。第一轮比赛获胜的16支球队直接按既定的签位落位主场，中甲16支球队通过抽签落位确定比赛对手。本轮共16场比赛，采用单场淘汰制，获胜的16支球队进入第三轮比赛。
第三轮
共32支球队参加。第二轮比赛获胜的16支球队直接按既定的签位落位主场，参加2017年亚冠附加赛和正赛的4支球队通过抽签分别入位上、下半区，其它中超球队通过抽签落位确定比赛对手。本轮共16场比赛，采用单场淘汰制，获胜的16支球队进入第四轮比赛。
