事件背景
路易斯是一只黑白长毛家猫。许多费尔菲尔德当地的居民都声称路易斯袭击过他们。当地的动物管理官对路易斯发出了禁制令。这是美国首次对猫发出禁制令。猫的主人尝试了氟西汀，但是没能把猫禁闭在家。
猫的主人Ruth Cisero被逮捕并被控以违反禁制令，后改为怠忽致危。本来，只要Ruth Cisero同意对路易斯实施安乐死，她就能保释，但她拒绝了这样做。
