約瑟夫·薩穆伊洛維奇·什克洛夫斯基（，拉丁轉寫：，），苏联天体物理学家。1916年7月1日生于乌克兰的格卢霍夫。1938年毕业于莫斯科大学,获物理数学博士学位。从1944年起任莫斯科史天堡天文研究所射电天文研究室主任，兼莫斯科大学教授。1960年获列宁奖金。1966年当选为苏联科学院通讯院士。1972年獲得太平洋天文學會布魯斯獎。小行星2849以他的名字命名。
他最先将星系的射电辐射分成热辐射和非热辐射两类。1946年他提出用日冕中电离气体的等离子振荡机制来解释太阳射电爆发现象。1953年，他用相对论性电子的同步加速辐射来解释超新星遗迹的射电辐射性质，并利用中国古代天文观测资料，把若干射电源证认为超新星遗迹。他还研究过极光、夜天的红外辐射、新星和超新星外壳中产生的宇宙射线和日冕等。
他的主要著作有：《日冕》、《射电天文学》（有中译本）、《宇宙射电辐射》和《超新星与有关问题》等。
