禁止网络盗版法案（，簡稱SOPA）的提出，是為了保護並支持需要依賴於版權保護它們的產品的組織，例如美国电影协会、美國唱片業協會Macmillan出版公司、維亞康姆，以及其他有線電視、電影和音樂產業的公司組織等等。
2011年12月22日，美國眾議院議員蘭默·史密斯（Lamar Smith）在美國眾議院司法委員會的網站上發表了一份報告，報告中列出了共142間支持SOPA法案的組織。及後其他支持法案的組織亦有發放自己支持該法案的新聞稿。
在該列表的第一次發佈後，列表曾更新了多次。例如直至2011年12月29日，列表比初次發佈的版本減少了18個支持組織。由於該列表在美國的網絡社群（例如美國社群網站Reddit）上曝光率增加，引起了在列表中的組織的公共關係災難。其中一個明顯的例子有美國域名註冊和互聯網主機服務公司Go Daddy，在SOPA法案支持者列表發表後的一個星期之內，該公司流失了超過72000個經該公司註冊域名的客戶；同時，網絡上亦出現了共同抵制Go Daddy的行動。在此事件後的不久，Go Daddy方面公告了他們決定不再支持SOPA法案。
另外，反对SOPA的组织大多数都是互联网组织或者公司，因为该法案会对他们造成莫大的影响。
